iOS 4.3 Beta 3 Seeded to Developers

Apple has seeded the 3rd beta of iOS 4.3 for iPad to developers in the Apple Developer Program.

You can download iOS 4.3 beta 3 for iPad here. 

I am hearing on Twitter that one of the new features in beta 3 is the ability to pause app downloads and the ability to delete partially downloaded apps.
