A free jailbreak tweak available in Cydia called True HD enables true 720p video uploads on your iPhone 4. This mod removes the cap when you upload videos from iPhone 4 to Youtube or Facebook.
One thing about Facebook HD uploads is that you have to save the video first to your camera roll and then upload it.

True HD tweak has been tested to work with iOS 4.1 to 4.3.1. No settings or apps involved just install the tweak and upload videos to see the new 720p videos.
Of course, remember that this option could increase the upload file size as well as upload times naturally.
